Dr. Tom Shull
PE, CSEP

Senior Systems Engineer

Dr. Shull has over 34 years experience in research and flight system development and management working for the National Aeronautics and Space Administrations (NASA) Langley Research Center. He worked primarily in the areas of instrumentation and data systems, remote instrumentation projects, and focused technology development.

He progressed from circuit designer to electronic subsystem lead, technical manager, project manager, line supervisor, middle manager and senior system engineer, system management expert and consultant. Dr. Shull has a PhD. in Electrical Engineering from Old Dominion University and has taught graduate level courses in digital signal processing. He is a registered Professional Engineer in the state of Virginia.

Dr. Shull completed his NASA career in the Langley Systems Management Office (SMO) where he conducted independent and on-going assessments of and consultation to aerospace flight projects to assure compliance with Agency and Center project management and systems engineering policy and procedures. He helped projects solve actual and mitigate potential systems engineering or systems management problems, establish sound practices and processes, and recommended process or performance changes to provide execution enhancements. He authored a Center policy guide for Center Program Management Council review and revised the Centers procedure for Flight Project Critical Milestone Review.

Dr. Shull served as interim Deputy Project Manager for a remote sensing satellite development project, where he was responsible for the documentation of requirements and defining or refining development processes. Working with the Centers Software Engineering Process Group (SEPG), he piloted a formalized requirements management process within the project, including sponsorship of NASA Engineering Training (NET) program team training.

He continued to work with the SEPG Chair to co-author a Center Procedure for Product Requirements Development and Management and develop a two year plan for Center-wide requirements process improvement, which was approved by Senior Management. He participated in an Agency-sponsored "Train-the-Trainer" program, becoming a certified in-house instructor for the NET System Requirements course.

Prior to entering the SMO, Dr. Shull was Assistant Director for Flight Systems in the Center's Systems Engineering Directorate (SED). He led the Directorate through ISO 9000 certification. He authored and co-authored numerous procedures for system engineering and development, concurring on all Directorate procedures. Dr. Shull also served nine years as the Head of SED Branches providing electronic systems engineering and development support within a matrix environment for Center space and aircraft flight programs and projects. He also led his Directorate, as principal point of contact, through the transition to performance based contracting. He participated in and managed all aspects of a system life cycle from concept definition to integration, test, and launch support.

As a technical manager and Branch Head, Dr. Shull was considered an expert in the areas of flight microprocessor-based instrumentation, data acquisition and signal processing system development, including system engineering and testing. He was the Project Manager and Principal Investigator for the Spaceflight Optical Disk Recorder technology development project. The goal was to produce a state-of-the-art, flight qualified, high performance (300 mbps, 8Gbyte), 14 inch disk drive and controller, including media and independently addressable laser diode array. This was a multi-Agency project that demonstrated the world's first eight-track re-writable optical disk recording. Dr. Shull was also responsible for development of numerous electronic subsystems for space and airborne instruments. He led the development of the Centers Computer Aided Engineering and Design for Electronics facility, establishing an Application Specific Integrated Circuit (ASIC) capability and led ASIC insertion into Langley flight programs.

Robin Smith

Robin K. Smith is currently a Senior Risk Analyst with Reed Integration, Inc. She holds a Bachelor’s and Masters of Engineering degree in Mechanical Engineering from Old Dominion University (ODU) in Norfolk, VA.

With a minor in Engineering Management, Ms. Smith has the educational background to understand the importance of budgeting and planning to achieve project success.

Upon graduating from ODU, Ms. Smith entered the work force and was trained to be a Risk Manager and a Schedule-Risk Analyst. She attended training sessions for Project Lifecycle with Systems Engineering, Risk Informed Decision Making (RIDM), Crystal Ball, and Primavera Pertmaster. As a Risk Manager, she supported several National Aeronautics and Space Administration (NASA) projects at the Langley Research Center (LaRC) in Hampton, VA. Her duties included, although not limited to, drafting Risk Management Plans, leading risk training and risk identification workshops, establishing risk management working groups, interacting daily with team leads and capturing potential risks and/or concerns. She was also responsible tracking these risks and providing monthly status report on the health of the risks to Project Management.

As a Schedule Risk Analyst, Ms. Smith has conducted schedule risk assessments for two projects with NASA’s Independent Program Assessment Office (IPAO) and one project with the Naval Aviation Enterprise (NAE) Carrier Readiness Team. She is capable of conducting interviews with subject matter experts to determine the impacts of project schedule risks, selecting an appropriate distribution to model the consequences of the risks, mapping risks to the schedule, and constructing a risk model that is loaded into Pertmaster. Pertmaster performs Monte Carlo simulations which outputs Cumulative Distribution Function (CDF) graphs, from which Ms. Smith conducts further analysis. The analysis allows her to determine which risks have the greatest impact on schedule milestones and illustrate how effective Risk Management can increase the chances of project success.

Ms. Smith serves as the Director-at-Large for Membership for the International Council of Systems Engineering (INCOSE) and is a member of American Society of Mechanical Engineers (ASME).

A certified Navy Weapons Acquisition Systems (WS1) Manager, he has demonstrated an in-depth knowledge of software specifications and documentation, DOD contract management, Cost/Schedule Control Systems for Research and Development (R&D) and Production programs, and Requirements Management and Engineering (RM&E) using Computer Aided Software Engineering (CASE) tools.

His experience includes 23 years in the U.S. Navy as an Aeronautical Engineering Duty Officer (AEDO) and Naval Flight Officer (NFO). He has served in positions as an Engineering Technical Manager, Deputy Program Manager, in-plant NAVAIR Technical Representative, operational flight test director, and instructor in Electrical Engineering at the U.S. Naval Academy, as well as, serving multiple operational tours as an Electronic Warfare and Information Operations specialist.

Mr. Lee has spent the last 17 years providing requirements engineering and management services to multiple DOD/NASA programs including Constellation (NASA back to the moon project), Joint Strike Fighter, Ballistic Missile Defense Organization, F/A-18 Program Office, SH-60B Program Office, E-2C Program Office, and the Naval Air Systems Command/Aircraft Division – Computer Resources Branch.

He is a 30-year member of the Association of Old Crows (AOC) and a charter member in the International Council of Systems Engineering (INCOSE) professional organizations.

As a former partner with Ernst & Young, Frank has extensive program management experience with business performance improvement programs. During his career with Ernst & Young Frank served as the program manager for the following types of programs:

Strategic Planning
Frank led an enterprise-wide business transformation at a Fortune 100 energy company. His role was to work with corporate executives to develop the corporate vision in a series of structured workshops and one-on-one meetings. The result of this effort was a transformation “Road Map” that defined the strategic goals, established specific strategic objectives, identified improvement priorities and allocated the resources required to achieve the vision. He was also responsible for translating the Road Map into specific action plans and managing the cross-functional teams of client and consultant personnel during the multi-year program necessary to realize the strategic objectives. He has led similar planning and implementation programs for other clients.

Performance Improvement
Frank provided performance improvement consulting services for several energy clients. As the program manager for these engagements, Frank interviewed and selected team members, formed and trained teams, coached executive sponsors, and managed both the teams and executives through implementation. The Critical Success Factors in this type of engagement are obtaining a common vision, defining measurable goals in the team charter, building a team of cross-functional experts, and achieving the expected business results on time and within budget.

Business Management Experience:
As a partner with Ernst & Young, in addition to sales, profit, and client service goals, Frank had specific internal business sustainment responsibilities. These responsibilities included our people process and knowledge process. As an executive level counselor, his counseling tree included all five levels of professional staff. Frank was responsible for recruiting, hiring, compensating, developing and deploying my counselees within the framework of our people management process. In their knowledge management process Frank was a core team member of Ernst & Young’s Business Transformation Solution team. This team was tasked with innovating our client services, capturing the transformation knowledge developed on engagements, integrating the intellectual capital developed through our R&D efforts, training staff and developing the tools, techniques and methodologies to deploy this knowledge on future client engagements.

Frank has performed several prospective and retrospective management reviews for regulated clients. These independent management assessments of regulated utilities are required by law.

The prospective reviews were conducted for ongoing operations. Frank has reviewed and recommended improvements for the planning, management and monitoring of operations in the generation, transmission and distribution areas for both gas and electric utilities.

The retrospective reviews were conducted in a more adversarial environment, typically in response to a rate request. Frank has served as an expert witness in several new construction rate hearings for both the state regulators and the regulated utilities. In these administrative law proceedings, Frank opined on the executive decision-making process and the management of the engineering, construction and startup of new generating facilities.

Project Management and Engineering Experience:
Prior to joining Ernst & Young, Frank provided design, construction and operations support for several nuclear power plants. In the course of his technical career Frank had the opportunity to:

  • Manage multiple capital improvement projects at an operating facility.
  • Supervise nuclear test engineers in the initial testing and acceptance of safety-related systems at a new facility.
  • Provide on-shift planning and coordination of daily activities during integrated systems testing at a new facility.
  • Prepare operating and maintenance procedures for a new facility.
  • Develop an ASME code compliant “In-Service” inspection program for a new facility.
  • Manage the mechanical construction contracts for both safety and non-safety related systems at a new facility.
  • Perform technical/economic feasibility studies for major power plant systems at existing and new facilities.

He then was a member of the faculty of the Defense Acquisition University. For over 18 years he developed and taught a variety of program management and systems engineering courses while holding a variety of leadership positions. He retired from the University in September 2005.

Ms. King’s career has primarily focused on support for National Aeronautics Space Administration (NASA) programs and projects. Teaming with personnel at NASA Headquarters (HQ), Ms. King helped to help develop a Problem Management Handbook that has been published as a guidance document for NASA management. As a risk manager on several projects at NASA Langley Research Center (LaRC), she helped facilitate risk training and identification workshops, drafted risk management plans that met NASA standards, and coordinated with team members to actively manage project risks.

Most recently, Ms. King has been working as a schedule risk analyst for NASA’s Independent Program Assessment Office (IPAO). She provides support to the Lead Schedule Analyst in the IPAO office with respect to developing schedule analysis processes and participates in Working Group Activities. Over the past three years, Ms. has supported two projects and one program at varying stages of their lifecycles. In this role, she works with project personnel to gain an insight into the schedule management process and the metrics that the project is tracking. She also reviews performance metrics to determine how well the project is performing to plan. In addition, Ms. King works with subject matter experts to understand and quantify technical, cost, and schedule risks. She applies all of this information to a schedule risk model using Primavera Risk Analysis. The analytical results provide IPAO and the projects with a look at the effect the risks and schedule uncertainty have on achieving the plan. The confidence level of meeting the planned launch date allows NASA management to make informed decisions about how to mitigate project risks.

Ms. King is currently active in several professional societies. She has been serving for three years on the Board of Directors (BoD) for the Hampton Roads Area chapter of the International Council on Systems Engineering (HRA-INCOSE), and is in her second year of service to the Executive Council for the Society of Women Engineers (SWE). She is also a member of the American Society of Mechanical Engineers (ASME). In 2009, through nomination by INCOSE, Ms. King was awarded the Doug Ensor Award by the Peninsula Engineer’s Council (PEC).

Seth Martin

Seth Martin is the Corporate Project Manager for Reed Integration, Inc. (Reed). Seth has over ten years combined experience with project management, financial management, cost estimating, technical recruiting, and integrated avionics.

As the Corporate Project Manager Seth uses accounting directives, policies, guidelines, regulations, and other instructions to help plan and direct Reed financial activities to ensure compliance with SBA requirements and balanced scorecard directives. He is involved with every aspect of daily business operations and his actions have directly contributed to award winning growth and revenues for over two years. Additionally, Seth serves as Reed’s Facility Security Officer (FSO).

Seth is a Project Management Professional (PMP)® certified Project Manager with a Bachelors of Science degree in Business Administration with an emphasis in Finance and Marketing. He is an active member of the Hampton Roads Chapter of the Project Management Institute (www.pmihr.org), as well as a member of the Hampton Roads Area Chapter of the International Council on Systems Engineering (www.incose.org/hra).  As the Reed Facility Security Officer (FSO), Seth is an active member of the Society of Industrial Security Professionals (NCMS).

Prior to joining Reed, Seth was the Energy Services Recruiter for the state of Virginia with Aerotek Energy Services. During this time he leveraged his extensive technical background to better assist clients with difficult engineering and technical staffing requirements. Seth’s technical expertise stems from his distinguished five-year service with the Unites States Air Force.  As an Integrated Avionics Systems Journeyman, Seth worked on a variety of airframe platforms including the C-130E Hercules, HH-60 Pave Hawk, KC-135 Stratotanker and C-17 Globemaster.  During his Air Force service, Seth was awarded his Journeyman proficiency in Integrated Avionics from the Community College of the Air Force.  After his five year service in the Air Force, Seth performed project management and avionics technician duties for L-3 Communications Vertex CFT. Here he analyzed equipment operating characteristics to isolate malfunctions in avionics systems and supported system upgrades to assigned A-10 Thunderbolts integrated multi-function display units.

James Taylor is a Principal Risk Analyst for Reed Integration, Inc. and has over 14 years of experience in project management, risk management, supply chain, logistics and acquisition. Mr. Taylor holds a BBA in Supply Chain Management from the University of San Diego, an MBA from Arizona State University and a certification from the Program Management Institute (PMI) in risk management.

Mr. Taylor currently supports the NASA’s Independent Program Assessment Office (IPAO) as a schedule risk analyst. He provides programmatic assessment support to the Lead IPAO Schedule Analyst tasked with analyzing how potential risks impact the overall program lifecycle and outlining mitigation strategies for program success within their defined budget and schedule parameters. He is also tasked with reviewing processes and procedures to ensure program compliance of NASA directives.

Prior to joining Reed Integration, Mr. Taylor was in Southern Afghanistan supporting the LOGCAP IV contract which provides Logistics, Construction and Life Support services to US and NATO troops. Mr. Taylor provided on-the-ground strategic guidance and oversight to Program senior staff with regard to operational support services and construction projects. He was responsible for the identification of program and project level risks, while quantifying potential cost, schedule and performance impacts. In addition, Mr. Taylor was tasked by senior leadership to lead multiple Lean Six Sigma teams to analyze overall operational supply chain efficiency and develop strategies to enhance key performance areas specific to program success.

Mr. Taylor currently serves as a small business coach for the Woman Business Center of North Alabama, helping small business start and grow their businesses and stimulate economic growth for the region. Mr. Taylor is also an active participant in the local Program Management Institute (PMI) and International Council on Systems Engineering (INCOSE) chapters.

Dr. F. Ayhan Sakarya

Senior Acquisition Systems Engineer

Dr. F. Ayhan Sakarya is a Senior Acquisition Systems Engineer for Reed Integration. She has twenty years of experience after earning her Ph.D. in business and technology development in digital signal processing and wireless communications with refereed publications. Dr. Sakarya supports the Naval Research Laboratory from Reed Integration’s Capital Region office.

Dr. Sakarya is a dedicated professional with over 20 years of progressive experience in technical research, technology development and management, business development and capture, system engineering and acquisition, and serving at review committees as a subject matter expert.

She has a doctorate degree in Electrical Engineering from Georgia Institute of Technology with expertise in sensor array signal processing. She has developed and taught graduate and undergraduate courses in the areas of signal processing, and published and presented in peer-reviewed journals and conferences.

Dr. Sakarya has held leadership positions in academia, public and private sectors, and non-profit technical societies. She is a recipient of intellectual property awards (patent, trade secret award, and meritorious invention awards), Advanced NATO Science Fellowship, college scholarship, and technical society awards.

She is a Senior Member of Institute of Electrical and Electronics Engineers (IEEE), an Associate Fellow of American Institute of Aeronautics and Astronautics (AIAA), and a member of Royal Aeronautical Society (RAeS) and National Defense Industrial Association (NDIA).

Andrea Zalasky

After graduating, Ms. Zalasky worked briefly with the Institute of International Education (Fulbright) in Washington, DC before joining Booz Allen Hamilton. She worked for Booz Allen Hamilton for over six years; five of them in the DC area and one in the Hampton Roads area.

While in DC, Ms. Zalasky supported clients (Program Managers) at the Defense Advanced Research Projects Agency (DARPA), a position which grew into a Team Lead and Project Manager role. Additionally, Ms. Zalasky’s work in DC provided her with experience in proposal writing, training, and contract/financial management.

While working in the Hampton Roads area, Ms. Zalasky supported the Readiness and Cost Reporting Program (RCRP) for the Naval Expeditionary Combat Command (NECC), conducting research and tracking program requirements.  Ms. Zalasky also served as a Team Lead on a NASA project supporting the Game Changing Development (GCD) Program office at Langley Research Center.  

She joined the program at its infancy and successfully implemented processes/structure while supported the Director/Deputy Director and their stakeholders in Washington, DC.

Ms. Zalasky now works in Reed Integration’s Alexandria office supporting the Naval Research Laboratory (NRL) contract.

John A. Greene

Corporate Communications Associate

John Greene is a Corporate Communications Associate with Reed Integration, Inc. He holds a Bachelor’s degree in Communication from Christopher Newport University, where he served on the executive board for the Sigma Kappa Chapter of Lambda Pi Eta, the National Communication Association Honor Society. Mr. Greene is responsible for public and media relations, supporting corporate marketing efforts, supporting Reed Learning Institute marketing efforts, and provides process management and logistics for multiple contracts.

Mr. Greene has worked in Federal Government public affairs and internal communications. During his employment, he supported numerous public relations, media communications, internal communications, and production efforts.   John has worked in professional audio/video production, video editing, and professional live video broadcast. He has experience designing and building audio/video systems, and supporting the implementation of those systems. In addition to his work with audio/video, John has experience in graphic design, product packaging, social media marketing, and publishing. 

Reed Integration, Inc. hired John as a Project Intern in October 2012. During his internship, he supported corporate communication efforts, corporate business development, corporate marketing efforts, corporate operations, and training business development from Reed Integration Inc.’s corporate headquarters. After graduating, John took a full-time position supporting Corporate Communications from Reed Integration, Inc.’s headquarters in Suffolk, VA.

Ms. Kennedy holds a Bachelor of Science degree from Radford University and has worked as a licensed education professional in Virginia. Prior to joining Reed, Ms. Kennedy was the Director of Auxiliary Programs for the Norfolk Collegiate School and an Education and Outreach Administrator for the National Institute of Aerospace. Ms. Kennedy has experience in managing Graduate and Ph.D. programs, coordinating seminars, conferences, and workshops, and tracking student progress across multiple programs

Jon Bell

Jon Bell is a Senior Engineer at Reed Integration, Inc. He supports Reed Integration, Inc.’s NASA Strategic Business Unit from the Reed corporate headquarters in Suffolk, VA. With over nine years of industry experience, a B.S. in Mechanical Engineering from Virginia Tech, an MBA from The College of William and Mary, and both the Certified Cost Estimator/Analyst (CCEA) and Project Management Professional (PMP)® designations, Mr. Bell’s extensive engineering and management abilities help to solve our clients’ most difficult challenges.

Before joining Reed Integration, Inc., Mr. Bell was an Associate at Booz Allen Hamilton, where he provided Project Management, Cost Estimating, and Applied Economic Analysis support to various Navy and DoD clients. His work included life-cycle cost estimation, business case analysis, and feasibility studies. Prior to working for Booz Allen Hamilton, Mr. Bell was a Mechanical Engineer for Northrop Grumman, where he served as an Integrated Product Team Lead Engineer, responsible for the design, development, and manufacture of seawater cooling systems in the propulsion plant for the Ford Class aircraft carrier.

Mr. Bell received his Bachelor of Science degree in Mechanical Engineering from the Virginia Polytechnic Institute and State University in 2004, and his Master of Business Administration from the College of William and Mary’s Mason School of Business in 2008. Additionally, Mr. Bell received his Project Management Professional (PMP)® Certification in 2009 and his Certified Cost Estimator/Analyst (CCEA) Certification in 2010.

Lyle S. Eesley

Senior Consultant/Senior Instructor

Lyle Eesley is a Senior Consultant and Senior Instructor at Reed Integration, Inc. Mr. Eesley has extensive experience in acquisition of services and products with detailed experience in requirements development and developing and executing effective contracting strategies. He served as the Director of the Learning Center of Excellence for Service Acquisition at the Defense Acquisition University (DAU). He was also a Professor of Contract Management for at the DAU Norfolk, VA campus. He led the development and fielding of ACQ 265 Mission Focused Service Acquisition, the first catalogue course focused specifically on the acquisition of services. He developed a master plan for developing, training resources, tools and on line sites to help the acquisition workforce improve the acquisition of services within DOD.

Lyle is also a 29-year veteran of the US Air Force retiring as a Colonel. He served as the Director of Contracting for three different Air Force Major Commands, Air Education and Training Command (AETC), Air Mobility Command, and Alaskan Air Command, managing an acquisition budget approaching $1 Billion annually. He held increasing levels of responsibility in the contract career field, from buyer, to warranted contracting officer, section chief, division chief, squadron commander, and director of contracting.

He is an advocate of strategic thinking within the acquisition community and developed a Command wide strategic business strategy governing the competitive sourcing of over 6,500 positions for AETC.

An early advocate of e-commerce, in 1993 Lyle pioneered development of a successful e-procurement system reducing acquisition lead times from weeks to hours for small dollar requirements.

He is a National Contract Management Association (NCMA) Fellow, served on the NCMA board of directors, the NCMA Contract Management Certification and Accreditation Board, and was past president of three different NCMA chapters
