Ernst "Pete" Vollmer
Senior Consultant/Senior Instructor
Pete Vollmer is a Senior Consultant & Instructor with Reed. He is a Program Management Institute Program Management Professional (#889) and member of the International Council of Systems Engineering. A retired member of the U.S. Department of Defense Acquisition Corps, he achieved certification at the highest level in Program Management, Systems Engineering, Logistics, Test & Evaluation, and Science and Technology.

Mr. Vollmer is a Program Management Institute Program Management Professional (#889) and member of the International Council of Systems Engineering. A retired member of the U.S. Department of Defense Acquisition Corps, he achieved certification at the highest level in Program Management, Systems Engineering, Logistics, Test & Evaluation, and Science and Technology.
A career Naval Aviator in the U.S. Navy, he became a Program Manager leading (with a budget approaching $75M/year) engineering, scientific, and medical professionals developing, fielding, and supporting a wide variety of critically needed aviation life support / saving systems for the U.S. Navy. He also served as the Director of the Crew Systems Division in the Naval Air Systems Command supplying systems engineering matrix support to U.S. Navy aviation program managers.
Mr. Vollmer provided program management consulting services to numerous domestic and international clients as a Principal Staff Member in The BDM Corporation, a world wide professional services corporation.
He then was a member of the faculty of the Defense Acquisition University. For over 18 years he developed and taught a variety of program management and systems engineering courses while holding a variety of leadership positions. He retired from the University in September 2005.
James Charles Haug
Senior Acquisition Analyst
Dr. James C. Haug is a Senior Acquisition Analyst with Reed, and an Assistant Professor of Management at Longwood University’s College of Business and Economics, Farmville, VA. From 2002 to 2007, he served as an Organizational Business Analyst and Contracts subject matter expert with Quality Technical Services, Inc., Virginia Beach, VA.
From 1991 to 2001, Dr. Haug was a tenured Associate Professor for Troy University, teaching in both the Atlantic and Florida regions. He was the program manager for the Master of Science in Management degree, and also taught graduate level courses in the MBA, MSHRM and MPA programs.
During his twenty year career in the U.S. Navy, he served as the Director of the Contracts Group and Resident Officer in Charge of Construction, Navy Public Works Center, Pensacola, FL, where he managed the solicitation, award, and administration of construction, repair, maintenance, equipment installation, planning and design work valued at over $35 million per year.
Other past positions include serving on the staff of the Navy’s Broadway Complex Office in San Diego, CA; Visiting Professor, University of San Diego Business School; Facilities Planning Academic Division Director at the Civil Engineer Corps School Port Hueneme, CA; and various public works related assignments in the San Francisco Bay area, Washington, DC, and S. Weymouth, MA.
Dr. Haug holds a Bachelor of Science in Industrial and Management Engineering from Columbia University, a Master of Business Administration from the University of California at Berkeley, and a Doctor of Business Administration from George Washington University, Washington, DC. He is professionally registered in California as a Manufacturing Engineer.
William J. McHenry
Senior Instructor with Reed, William "Bill" J McHenry has a Professional Certificate in Project Management program, as well as at the University of California, Irvine, Christopher Newport University, and Thomas Nelson Community College
Certificate of Lean Practice from Old Dominion University.
Bill McHenry has been with Northrop Grumman Shipbuilding since 1998, serving as an Apprentice School Academic Instructor from 1998-2002, then as the Manager of Process Improvement Training Programs.
Over the last five years, Bill has been working in Organization Development and is responsible for professional development programs, organization development consulting, competency model development, and management of Northrop Grumman Shipbuilding’s Employee Engagement Program.
Bill retired from the U.S. Coast Guard in 1998 after a 20 year career in the marine safety, pollution response, port security, training, and education fields.
He holds a bachelors degree in Physical Sciences from the United States Coast Guard Academy and a Masters degree in Operations Research and Statistics from Rensselaer Polytechnic Institute. He also holds a Certificate of Lean Practice from Old Dominion University.
Bill is an adjunct faculty member at University of California, Irvine, Christopher Newport University, and Old Dominion University teaching mathematics and program management courses. He is also a senior consultant with McLoughlin Media and is the principal of BMA, a port security/risk management consulting business.
Bill and his wife Terri reside in Yorktown Virginia. They have three grown children, Emily, Neal, and Amanda.
Robert Trader PMP, MCSE
Robert "Bob" Trader is now a Senior Instructor with Reed, having completed 20 plus years of Naval Service and retiring as a Chief Warrant Office (W3). He earned his Master Training Specialist Certification while on active duty and completed the Microsoft Certified Trainer (MCT) certification in 1999. Bob completed his MBA from Troy State University in 1994.
He received his PMI, Project Management Professional (PMP) Certification in August 2005. He currently supports various government agencies as a senior management consultant.

Kevin O. Topp
Kevin O. Topp is now a Senior Instructor with Reed. As the Systems Engineering Manager for Northrop Grumman’s shipbuilding sector at Newport News he was responsible for leading the development and application of the Systems Engineering discipline on all shipyard programs from concept development through ship delivery.
Prior to his current position, Kevin was the Lead Systems Engineer for producing the next generation of aircraft carriers, the CVN 78 or Ford Class. Kevin is a retired Army Corps of Engineers officer, during which time he served in combat and construction units throughout the world. He earned his undergraduate engineering degree from Virginia Tech, a Masters of Engineering degree from the University of Florida, and a Masters of Arts in National Security and Strategic Studies from the U.S. Naval War College.
He is a Registered Professional Engineer in the Commonwealth of Virginia and a Certified Systems Engineer through the International Council on Systems Engineering (INCOSE). He was selected as the Peninsula’s Engineer of the Year for 2008 and was inducted into the Virginia Peninsula’s Chamber of Commerce Leadership Institute in 2010.
Kevin is married to Connie Baker, who is a certified yoga instructor, and has five children. He is an avid gardener and beekeeper, enjoys jogging and reading, and is an active volunteer in church activities, local youth sports programs and community initiatives.
Bob Granata is a Senior Instructor with Reed Integration in the Professional Certificate in Program Management program. Bob is also the Director of Operations for Quality & Process Excellence at Northrop Grumman Shipbuilding.
In this capacity he leads the LEAN/6 Sigma efforts, benchmarking program, facilitation support, employees reward and recognition programs, continuous improvement training, 5S and other quality and continuous improvement efforts.
Previously he was the Program Director for the refueling and complex overhaul (RCOH) of the nuclear-powered aircraft carrier USS Theodore Roosevelt (CVN 71). Granata was responsible for overseeing the cost, schedule, planning and work performance for the ship’s single refueling overhaul in its 50-year life span costing over $2.3B and 22M man-hours.
Prior to that appointment, Granata served as Program Manager for the USS Carl Vinson (CVN 70) refueling and complex overhaul program. He began his career at Newport News in 1998 as a propulsion plant Construction Supervisor.
Granata served on six ships in his 21 years of service in the U.S. Navy, including service on the USS Enterprise, where he qualified as a nuclear engineering officer.
Granata earned a bachelor’s degree in sociology from the University of the State of New York and a master’s degree in management from the State University of New York (SUNY) Maritime College. He is pursuing a doctorate in engineering management and is a member of the Project Management Institute. Granata lives in Chesapeake, Va.
Allen R. Green
Allen Green is a Senior Instructor with Reed Integration, Inc. in the Professional Certificate in Program Management program. Allen Green, of Science Applications International Corporation, is currently President Elect of Project Management Institute's North Alabama Chapter.
As the chapter’s Professional Development Vice President he organized and participated in the training of hundreds of Project Management Professional (PMP)® and Program Management Professional (PgMP)® candidates.
He has broad and extensive leadership experience in the commercial, military, National Aeronautics and Space Administration civil service, civic, local government and academic sectors.
He led software development projects at Capability Maturity Model Integrated (CMMI) levels II through V for twelve years including the earliest delivered applications for the United States Army’s Future Combat System.
His additional training experience included tours as President and Management Development Vice President of the Alabama Junior Chamber of Commerce, Metropolitan Vice President of the United States Junior Chamber of Commerce, and President of the Alabama Junior Chamber of Commerce Foundation with responsibility for training of project planners.
As Vice Chairman of the Madison County Emergency Communications (E-911) Board, he chaired the effort to establish and build a unified central call center in Madison County, Alabama. In the commercial sector, he led the development program for the first shrink wrapped electronic software distribution suite for industry standard microcomputers.
His current focus is on process improvement, operations, and planning for large defense programs. He received PMI’s PgMP® credential in August, 2008 and his Bachelor of Electrical Engineering and Master of Science in Electrical Engineering degrees from Auburn University.
Bruce R. Shelton
Bruce R. Shelton is now a Senior Instructor with Reed, with more than 30 years of experience working in and teaching program management, systems engineering and analysis, operations, and test and evaluation. For the last ten years he has been a senior systems engineer with ANSER, a non-profit public research institute.

He is currently supporting the Defense Threat Reduction Agency (DTRA) as a Senior Systems Engineer identifying mission area capability gaps and comparing them to operational requirements to combat weapons of mass destruction (CWMD).
Last year, he served as the lead Test and Evaluation expert and as the co-lead for Systems Engineering on the Independent Review Team (IRT) of the Advanced Spectroscopic Portal (ASP) program for the Domestic Nuclear Detection Office (DNDO). Reviewed numerous DNDO test plans and test results to determine if the ASP was properly tested using appropriate operational T&E principles and reviewed ASP requirements documents and the concept of operations to determine if the stakeholder and customer requirements were being met by the ASP.
Prior to this, he reviewed all Joint Capabilities Integration and Development System (JCIDS) documents for requirements traceability. Before joining ANSER, Bruce provided systems engineering support to the Defense Message System for Boeing Information Services. From 1993 – 1997, he developed, organized, and taught training programs in Program Management and Systems Engineering.
Prior to 1993, he spent 22 years in the Air Force performing systems engineering tasks and is the only person ever to be a user, tester, systems engineer, and program manager of the same operational system, a $0.5B tactical switching system.
PMP, CM, CSEP
Xavier Houle is a Senior Instructor of Systems Engineering and Project Management Training Programs at Reed Integration, Inc. Mr. Houle brings over a decade of experience as a System Engineer with NASA’s Manned Space Flight program in addition to Simulation and Training programs for the military and commercial industries.
Mr. Houle has served as Lead System Engineer for Space Shuttle Atlantis’s Thermal Protection System and several unmanned military aircraft training systems.
Mr. Houle has extensive experience with leadership in engineering, project management, systems engineering, integration, and testing within complex high intensity government programs that focused on the entire life cycle of mission critical projects.
Mr. Houle currently maintains professional credentials as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), Certified Professional Manager (CM), and numerous certifications from the Defense Acquisition University.
He is a graduate of the Young Professionals Fast Track Program and the United Space Alliance Leadership Development Institute. In addition, he holds degrees in engineering from the University of Central Florida (BSME) and University of South Florida (MSEM).
