Contract Vehicle(s) Overview

Reed's years of experience engineering and management consulting and training have provided a clear understanding of how our clients require options and flexibility in contracting.  Limited budgets and complex procurement channels can greatly impact project activities and can cause much needed contractor support to be delayed for long periods of time.  Reed offers as much assistance as possible to our clients by achieving and maintaining multiple contract vehicles that allow options for the government to work with us directly and efficiently. The following lists summarize contract vehicles available and the services associated with those vehicles.  Let Reed be your industry partner for your engineering and management services and training needs.
    AWARDING SOLE-SOURCE CONTRACTS IN THE WOSB PROGRAM

    The Women-Owned Small Business (WOSB) Federal Contract Program promotes competitiveness for certain federal contracts for eligible:
    • Women-Owned Small Businesses (WOSBs)
    • Economically Disadvantaged Women-Owned Small Businesses (EDWOSBs)
    WOSB sole source authority is now part of the FAR. Effective December 31, 2015, the FAR Council has adopted an interim rule incorporating the WOSB sole source authority adopted in the 2013 National Defense Authorization Act (NDAA) and recently made part of the SBA’s regulations.
    The interim rule makes a number of changes to the FAR to implement the new WOSB sole source authority. Most notably, former FAR 19.1506 has been redesignated as FAR 19.1507. A new FAR 19.1506, called “Women-Owned Small Business Program Sole Source Awards,” is now active.

    Under FAR 19.1506, a Contracting Officer generally must consider an EDWOSB or WOSB sole source award before considering small business set-asides.

    Impacts of the WOSB program:
    • Makes it easier for women-owned companies to compete for and win federal contracts
    • Provides agencies a tool to achieve WOSB contracting goal (5% of its prime contracting dollars
      must be awarded to WOSBs)
    • Helps WOSBs grow

    Four Requirements For WOSB Sole Source Contracts




    1. Is the contract in a WOSB/EDWOSB eligible NAICS code? The WOSB program is unique in that it is only applicable to contracts in certain NAICS codes. In addition some NAICS codes are open to all WOSBs, while some are only available to Economically- Disadvantaged WOSBs (EDWOSBs). A list of all NAICS codes in the program, and their WOSB / EDWOSB designation is readily available here.

    2. Is the contract (including options) valued at $6.5 million or less for manufacturing contracts or $4 million or less for all other contracts? Similar to other small business contracting programs, WOSB sole source contracts are limited to certain sizes. For manufacturing contracts (the 31-33 NAICS codes) that cap is $6.5 million, while all other contracts have a cap of $4 million. This is including all options on the contract.

    3. Can the contract be awarded to the WOSB/EDWOSB at a fair and reasonable price? The statute and regulations also require that the contract can be awarded at a “fair and reasonable price.” This common term in federal contracting is described in the Federal Acquisition Regulation (FAR) Subpart 15.4 available at: https://www.acquisition.gov/?q=/browse/far/15.

    4. In the estimation of the contracting officer, is there a reasonable expectation that only one WOSB will submit an offer? The final requirement for a sole-sourced contract in the WOSB contract is the contracting officer’s estimation that only one WOSB will submit an offer. Determining the number of WOSB/EDWOSBs likely to submit offers can be done through market research, as noted in the regulations.

    Note: If 2 or more WOSB/EDWOSBs are expected to submit an offer for an opportunity, the contract can be procured as a WOSB /EDWOSB set-aside contract competition.

    If these four questions are all answered “Yes”, then the contract can be awarded to a WOSB/EDWOSB on a sole-source basis.

    FEDERAL CONTRACTORS – Subcontracting with Reed


    Nearly all Unrestricted solicitations and contracts have subcontracting goals to utilize small business, 8(a), SDB, Woman-owned, SDVOB, and HUBZone firms.  Reed can simultaneously satisfy the following subcontracting goals
    • Small Business (SB)
    • SDB (Small Disadvantaged Business Enterprise)
    • WOSB (Woman-owned Small Business)
    • EDWOSB (Economically Disadvantaged Small Business)

    Although large federal contracting firms are pressured to subcontract small businesses, it is not the goal of Reed to rely on that requirement for continued business.  Our mission in federal subcontracting is to become realized by all leading federal contractors as a valuable team member specializing in the services we provide.  As a valuable team member, our goal is to make our Prime Contractor look good, by providing technically superior, responsive, and innovating services. 

    Overall, we want well-positioned large federal contracting firms to use Reed as a partner because they want us on the contract,  .  .  .   not merely because they have to meet subcontracting goals.

    Joint Venture with Reed


    The joint venture is a vehicle to assist Reed in its business development. If Reed, as an 8(a) certified firm, lacks knowledge, expertise, past performance, or access to financial resources essential for the performance of a contract, and a partnering firm can provide these, a joint venture can be established.

    Mentor-Protégé Program


    As Reed seeks to develop a business base and infrastructure to successfully participate in and graduate from the 8(a) program, it may require assistance in management and technical, financial, contractual, general and administrative, or business development areas. When a suitable mentor agrees to assist Reed in these areas, a mentor-protégé agreement can be established. This agreement allows the mentor to bid on 8(a) programs collectively with Reed, and will allow Reed to gain experience in areas of deficiency.
