The Human Capital and Training Solutions (HCaTS) contract is the result of a partnership between The U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). HCaTS is a government-wide, Multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA-IDIQ) task order contract vehicle for customized training and development services, human capital strategy services, and organizational performance improvement services. HCaTS provides federal agencies with a reliable way to obtain best value solutions for their human capital and training service.

HCaTS program is the result of a partnership between the OPM and the GSA. Through this partnership, GSA is principally responsible for contract administration, while OPM is responsible for policy oversight and customer services.
